921.01 REGULATIONS FOR THE USE OF VILLAGE PARKS AND FACILITIES; PERMITS AND FEES.
   The following Park and Facility Regulations shall take immediate effect and govern the use by the public of all Village parks and facilities.
   (a)   Village Goals for Use of Village Parks. The Village of Glenwillow is dedicated to providing a quality outdoor recreation experience with safe facilities and equipment.
   (b)   Applicability. These Regulations govern all use of all three Village parks: The Village Center Park behind Village Hall, the Donald N. Payne Recreation Center on Austin Powder Drive and the Glenwillow Park on the South Side of Pettibone Road as well as the use of all Village Facilities by members of the public.
   (c)   Non-exclusive Use. The Village parks are open to the general public for non- exclusive park use in accordance with these regulations.
   (d)   Exclusive Use. Various portions of Village Parks and Facilities are available for occasional exclusive use for one day by Village residents and businesses pursuant to application and approval by the Village and the issuance of a permit.
   (e)   Alcoholic Beverages. Alcoholic beverages are prohibited from all Village areas.
   (f)   Concession Stands. Concession stands may be available for use by non-profit groups or individuals for community events. All concession stands must be cleaned after use.
   (g)   Dogs. Dogs are permitted in the Village Park, however, they must be on a leash at all times. Owners or walkers of dogs must clean up any waste that the animal may leave.
   ( h)   Dogs Running at Large. The entry of any dog upon any public property within the limits of this Village shall constitute a running at large, unless such dog is securely leashed.
   (i)   Hours of Operation. All Village park lands shall be closed to public use between the hours of 11:00 p.m. and 7:00 a.m. or whatever other time is posted and no person shall enter into or remain upon such park lands between such hours provided, however, those individuals, organizations and groups to whom a permit is used to use the area.
   (j)   Hunting and Fishing. No person shall hunt, fish, trap, swim, boat or engage in any other similar activity upon or within Avery Lake of the adjacent park property. Fishing shall only be permitted as a part of any fishing derby organized by the Village of Glenwillow.
   (k)   Littering. No person shall leave litter of any kind in the Village parks.
   (l)   Parking Overnight Prohibited. No person shall park a vehicle overnight in the Village parks between the hours of 2:00 a.m. and 6:00 a.m.
   (m)   Charcoal Grills and Fires. There shall be no use of portable charcoal grills. Portable propane grills are not allowed except for use pursuant to a contract/permit along with a permit to use a concession stand in the Village parks and there shall be no wood fires built unless it is a wood fire under the control of the Village.
   (n)   Speed Limits. The speed limit on all Village park roads shall be 5 m.p.h.
   (o)   Permit Fees. Upon application for an exclusive use permit, the Mayor shall determine the Village services or security necessary for such use and shall affix a fee to such permit in accordance with same. The fee shall be determined by the total Village employee costs (including overhead) which will generally be the wages paid to the employee for the minimum employee call out period multiplied times two.
   (p)   Insurance. Businesses shall be required to provide proof of liability insurance prior to the issuance of a permit.
   (q)   Facilities. Other facilities and property of the Village, such as tables and chairs, may be loaned to Village residents so long as such use is deemed to be safe and so long as such use does not interfere with Village needs. No machinery or vehicles may be loaned for operation.
