All returns and information relating to the business of the owner or operator of an approved solid waste facility required to pay the fees imposed by this chapter and coming into the possession of the Administrator, his/her agents and employees shall be held confidential. No disclosures thereof shall be made unless ordered by a court or competent jurisdiction, or any State or Federal agencies. Whoever violates any of the provisions of this section shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than thirty days or both for each such violation and shall thereafter be disqualified from acting in any official capacity whatsoever in connection with the imposition or collection of fees under this chapter.
