There is hereby levied a fee on the disposal of solid waste at all solid waste disposal facilities within the boundaries of the Village, regardless of where the wastes were generated, of eight cents (8¢) per cubic yard of solid waste disposed of in any approved solid waste disposal facility which shall hereinafter be referred to as a Solid Waste Disposal Fee. The solid waste disposal fee shall be collected by the owner or operator as trustee of the Village.
