The provisions of this chapter shall not apply to any person performing work or making repairs or installations in a dwelling or on real estate of which such person is the owner or lessee. The provisions of this chapter shall also not apply to any contractor for work on a project, the total cost of which does not exceed two thousand dollars ($2,000).
