711.02 REGISTRATION REQUIRED.
   (a)   No person, firm, partnership, corporation, association or any other organization, or any combination thereof, shall engage in a business and perform any work for any consideration or act in the capacity of a contractor to do work within the Village for hire without first being duly registered by the Village to perform such work or engage in such business.
   (b)   Such registration shall be completed by the Building Inspector of the Village.
   (c)    Deposits for Damages. No building permits shall be issued by the Building Department for the construction of buildings or structures. including swimming pools. within the Village unless there are deposited with the Chief Building Official at the time such building permits are issued such cash bonds or surety bonds in the amounts hereinafter set forth to insure the Village that. at the conclusion of the work, the refuse shall be properly disposed of and any damage to streets. sidewalks, curbing, public utilities or adjoining property caused by such construction shall be properly repaired or replaced.
      (1)    For residential dwellings or structures, the sum of one thousand dollars ($1,000.00) per each residence. Instead of depositing one thousand dollars ($1,000.00) at the time each individual building permit is issued, a developer of a subdivision with more than forty (40) homes, so long as the developer and owner of the subdivision tract is also the builder for each and every lot in the subdivision. may at its option choose to make one upfront cash deposit equal to full individual deposits on forty percent (40%) of the number of lots in the subdivision. For example, if a subdivision has fifty (50) lots and the subdivider-owner is also the builder for all such lots. at the time of requesting its first building permit, it may deposit twenty thousand dollars ($20,000) ( 40% of 50 x $1,000) which shall be used as a damage deposit for all fifty (50) homes. At any time as the deposit balance falls to ten thousand dollars ($10,000), the Chief Building Official shall require that it be replenished to twenty thousand dollars ($20,000) until the subdivision is complete and all occupancy permits are issued.
      (2)   For commercial and industrial buildings or structures, an amount equal to one percent (1%) of the estimated construction costs with a maximum amount of four thousand dollars ($4,000).
