The Council shall create such departments, positions of employment or officers of the Village and of its own body, in addition to those otherwise provided for in this Charter, which in its judgment shall be necessary to the functioning of the Village. Employees and officers of its own body shall also be chosen by the Council and shall serve during the pleasure of the Council. Such choosing or termination of service may be done on motion by the Council. The Council shall appoint a Clerk of Council who shall serve as the Clerk of Council and shall keep the records of the Council. The Clerk of Council shall authenticate all records, documents and instruments of the Municipality on which authentication is required or proper and for that purpose may have and use an office seal of the Village. The Clerk of Council shall perform such other and further duties as may be provided by ordinance. (Amended November 6, 2007.)
