In January of each year, the Council shall meet and organize. At such organization meeting, or as soon as practicable thereafter, the Council shall elect one of its own members as the Vice Mayor and another of its own members as a member of the Village Planning Commission, each to serve for the balance of that year and until his current term as councilman expires, and until his successor shall have been elected.
