Any vacancy in Council, whether resulting from death, disqualification, removal, resignation, or otherwise, shall be filled by vote of a majority of the remaining members of Council, which may be made by motion. Council shall fill the vacancy within thirty (30) days from the date of the vacancy. If Council fails to fill the vacancy by a vote of a majority of the remaining members of Council, within the time limited, the vacancy shall be filled by appointment of the Mayor. The person who fills the vacancy shall serve for the unexpired portion of the term. The person filling the vacancy shall as of the date of the vacancy have been a resident of the Village for not less than two (2) consecutive years prior to said date, and as of said date reside in the ward in which the vacancy occurs, and in other respects have the qualifications for a councilman prescribed in this Charter.
