All the legislative powers of the Village, except as otherwise provided by this Charter and by the Constitution of the State of Ohio, but including all such powers as are now or may hereafter be granted by the laws of the State of Ohio to Boards of Control, Municipal Tax Commissions, Board of Health, or any other municipal commission, board, or body now or hereafter created, shall be vested in a Council of six (6) members elected from the three (3) wards established by this Charter, and who shall assume office on the first of January next following their election. Two councilmen shall be elected from Ward No. 1; two councilmen shall be elected from Ward No. 2; and two councilmen shall be elected from Ward No. 3. The term of each councilman shall be for two (2) years.
