(a) No person shall, without lawful authority, place or dispose of in any manner, upon any public property, upon his own premises, or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety.
(b) No person shall throw, deposit, or allow to accumulate any paper, trash, garbage, waste, rubbish, refuse, junk or any other noxious or offensive materials on any open or vacant public or private property within the Village, whether owned by such person or not.
(c) No person who is the owner or person in control of any private property shall fail to keep such premises free from the open accumulation of paper, trash, garbage, waste, rubbish, refuse, junk or any other noxious or offensive materials. This section does not prohibit the storage of litter in appropriate receptacles for collection.
(d) No person shall cause or allow paper, trash, garbage, waste, rubbish, refuse, junk, or any other noxious or offensive materials or substances to be collected or remain in any place to the damage or prejudice of others or of the public, or unlawfully obstruct, impede, divert, corrupt or render unwholesome or impure, any natural watercourse.
(e) No person shall sweep or push into or deposit in any drainage canal or gutter, street or other public place within the Village any accumulation of paper, trash, garbage, waste, rubbish, refuse, junk, or any other noxious or offensive materials.
(f) No person, while a driver or passenger in a motor vehicle, shall throw or deposit paper, trash, garbage, waste, rubbish, refuse, junk, or any other noxious or offensive materials upon any street or other public place within the Village or upon private property.
(g) Whoever violates this section is guilty of a second degree misdemeanor.
