311.04 TRAFFIC CONTROL DURING CONSTRUCTION.
   Any construction activity that impedes or otherwise effects the progress of traffic on roadways within the Municipal boundaries of the Village shall require traffic control which shall only be performed under permit issued by the Chief of Police of the Village of Glenwillow and only by uniformed officers of the Glenwillow Police Department or other officers of other police departments as necessary or by private companies having the requisite training and experience to be flaggers as may be determined by the Chief of Police and which will be carried out in the manner directed by the Chief of Police. No such party in need of traffic control shall begin said construction activity without first having a permit signed by the Police Chief authorizing the construction activity to proceed and dictating the manner in which traffic control will be maintained either by police officers or other approved flaggers. Any such party requesting such traffic control services to be provided by the Village of Glenwillow shall be required to pay the Police Department officers assigned to provide traffic control at the current hourly rate in place for such traffic control services as determined by the Chief of Police.
