The exterior foundation walls of all buildings, garages, and accessory buildings located in all use districts shall be covered with a finish facing, including, but not limited to stone, masonry, aluminum or wood siding, or brick veneer such that no unfinished block or concrete walls of foundations or walls are exposed between the level of the grade as approved on the topographic survey and the level of the exterior facing for the balance of the building which is above the foundation or basement.
