Upon application of a residential property owner for the right to do work in the tree lawn area of the right of way, the Village Chief Building Official may determine that the work is of such a minimal nature that no deposit and no bond is necessary in which event he may issue the permit and allow the work to proceed without cost (except for the required permit fee) to the residential property owner.
