All buildings or structures which are insecure, unsafe or defective, or are not provided with adequate egress, or which constitute a fire hazard or are otherwise dangerous to human life, or which have remained vacant for over one year, which in relation to existing use constitutes a hazard to health by reason of inadequate maintenance, dilapidation or obsolescence or which do not conform to the provisions of Part Thirteen of the Codified Ordinances of Glenwillow, Ohio, and the Ohio Building Code, are for the purpose of this Building Code, "unsafe buildings".
