No person shall change the grade on any parcel of land in the Village or place any fill in excess of ten cubic yards and of any nature, such as soil, rock, stone, or other material, on any lot or parcel of land within the Village without first obtaining a permit from the Inspector of Buildings in accordance with the provisions of this chapter. A permit shall not be required for ordinary landscaping, which is not intended to change the grade or be used as fill, such as the placement of topsoil, mulch, or landscaping rocks or boulders.
