1313.03 LINES GREATER THAN 33 KV.
   (a)   Where the voltage to be carried by such transmission power line is in excess of 33 KV, or where additional supporting structures are required for any purpose, the applicant for such permit shall first file with the Planning Commission of the Village detailed plans and specifications in support of the request for such permit, which plans and specifications shall show the course and route of both the existing and proposed transmission power lines and clearly designated center lines of the rights-of-way thereof, in and through the Village. The Planning Commission shall then hold a public hearing on the application in conformity with the Charter of the Village and report its findings and recommendations to Council who may issue a permit for such construction or alteration in a form as approved by Council. Such permit shall be subject to the Charter, and the terms and conditions of all ordinances of the Village to any franchise rights of the applicant for such permit, and subject to the regulatory powers granted to the Village by the laws of the State in such cases made and provided.
   (b)   Future construction or installation of electrical transmission power lines in or through the Village, carrying voltage in excess of 33 KV, shall be installed either:
      (1)   By altering, increasing or expanding the then existing overhead line or lines, using the then existing supporting structures on the then existing rights-of-way;
      (2)   By construction of new supporting structures on land immediately adjacent to any then existing right-of-way for any 33 KV or greater transmission line, thereby increasing the width of the existing right-of-way to accommodate one or more transmission lines parallel with and contiguous to any then existing 33 KV or greater transmission line; or
      (3)   By underground installation. Any such line or lines installed underground shall be at a minimum depth of six (6) feet below grade and shall be backfilled and laid in at least six (6) inches of sand, and shall be standard underground lead-covered cable or coated and cathodically protected pipe-type cable, encased in an enclosed, sealed and welded sheath, having a somatic coating, and such pipe must be oil filled and shall be capable of withstanding any maintained pressure. Any such underground installation shall be located not nearer than 500 feet to facilities used for manufacture, processing, bulk storage, or testing of high explosives, electric blasting caps, petroleum products or similar such explosive or inflammable commodities.
