Where the voltage to be carried by such wire or transmission power line is equal to or not in excess of 33 KV, and additional supporting structures are not required for such purpose, Council may issue such permit upon written request therefor, subject to the Charter and terms and conditions of all ordinances of the Village pertaining to any franchise rights of the applicant for such permit, and subject to the regulatory powers granted to the Village by the laws of the State in such cases made and provided.
