No person, firm or corporation shall erect or construct, or cause to be erected or constructed, any wire, transmission power line, pole, tower or other equipment for the distribution or transmission of electricity through the streets, alleys, lanes, lands, squares, or public places of the Village without first having obtained a permit therefor form Council, as hereinafter provided. No charge shall be made for such permit.
