All culverts or bridges necessary within the limits of the streets to be dedicated, all box culverts and drainage necessary to carry surface drainage, and all of the work necessary in the intersections of the proposed street including the repaving of such intersections and providing catch basins at such locations or on land proposed for dedication shall be done by the owners of the proposed subdivision to the satisfaction and approval of the Engineer.
All surface water originating within the boundaries of the subdivision and surface water originating outside the subdivision shall be conveyed to the appropriate discharge point in underground conduits unless existing open drainage courses are authorized to remain in their natural, undisturbed location and physical condition by the Planning Commission upon recommendation of the Engineer. Storm water conveyance and discharge facilities shall be in accordance with the following.
(a) A drainage system shall be designed and constructed by the developer, in accordance with the provisions of Title Seven, Stormwater Management Code, for the proper drainage of the surface water of the subdivision and each lot. In areas zoned residential, a five (5)-year frequency storm is to be used. In commercial and industrial areas, a ten (10)-year frequency storm shall be used. No storm drainage piping shall be less than twelve (12) inches in diameter. A retention system for drainage shall be required according to design principles enumerated in Title Seven for all commercial and industrial developments, and may be required for all residential developments of five acres or more as determined by the Engineer.
(b) A plan shall be prepared for the entire development area for temporary soil erosion and sediment control in accordance with the provisions of "Water Management and Sediment Control Practices for Urbanizing Areas" by the Cuyahoga County Soil Conservation Service. The plan is intended to prevent contamination of adjacent and downstream ditches, streams and other watercourses, and lakes, ponds or other areas of water impoundment. All erodible earthen areas exposed by construction work, within the street right of way and other locations within the development area, shall be included in the plan. Temporary measures to control erosion and sediment run-off shall include straw or hay bales, dikes, slope protection, sediment pits including basins and dams, slope drains, course aggregate, mulch, grasses and filter fabrics, as approved by the Engineer.
