   (a)   In addition to all other requirements in these Regulations, the requirements as specified in the "Standard Drawings-Pavement and Right-of-Way Details and Minimum Standards" attached to original Ordinance 1992-10-45 as Exhibit "A", are incorporated and made a part of these Regulations as if the same were written out herein in their entirety, and such requirements shall represent minimum standards for materials, design, installation, construction and improvement of streets.
   (b)   The minimum right-of-way, pavement and sidewalk width; type of curb; and thickness of pavement for all developments shall be in accordance with the schedule found in Section 1172.07.
   (c)   The Planning Commission, upon recommendation of the Engineer, may permit streets of less than sixty (60) feet in width, but not less than fifty (50) feet, whenever in their judgment local conditions warrant such a reduction and provided the installation and maintenance of public utilities may be properly accomplished, or whenever a plan for street development adopted by the Planning Commission specifies the establishment of streets of less than sixty (60) feet. The Planning Commission, upon recommendation of the Engineer, may require wider streets than sixty (60) feet, whenever, in their judgment, provisions for public travel require wider streets.
