To provide funds for the purposes of general municipal functions of the Village of Glenwillow there shall be and is hereby levied a tax on all salaries, wages, commissions and other compensations, on lottery winnings, and on net profits, at the rate of two percent (2%) per annum, as hereinafter provided.
