The Chief Building Official may grant a temporary Certificate of Use Compliance for a period of time not to exceed six (6) months but only upon posting of a sufficient cash or surety performance bond to insure the completion of the project in the time prescribed. The owner may provide a letter from a bank dedicating an escrow account, in an amount determined by the Chief Building Official, to the sole use of completing those specific items and the Chief Building Official may accept such letter in lieu of a cash or surety bond.
