1113.04 EXPIRATION OF ZONING CERTIFICATE.
   (a)   A zoning certificate shall be valid for a period of one (1) year from the date of issuance by the Chief Building Official, provided all other approvals, such as site plan approval, remain valid.
   (b)   If work under the zoning certificate has not commenced within one (1) year after the issuance of the certificate, the zoning certificate shall expire. Construction is deemed to have begun when all necessary excavation and piers or footings of one or more principal buildings included in the plan have been completed.
   (c)   Prior to the expiration of the zoning certificate, a permit holder may apply to the Planning Commission for an extension of up to six (6) months. The Planning Commission may, at its sole discretion, either deny or grant the extension in whole or in part with any conditions as it may deem reasonable to ensure work is accomplished in an expeditious fashion and prior to the end of the extension being granted. No fee will be charged by the Village for this extension.
