1113.03 ZONING CERTIFICATE REQUIRED.
   (a)   No excavation, grading, or improvement shall be commenced and no building or structure shall be erected, constructed, enlarged, structurally altered, or moved in whole or in part, and no use of buildings or land shall be established in the Village of Glenwillow until a Zoning Certificate has been issued by the Chief Building Official stating that the building, structure or use complies with the provisions of the Planning and Zoning Code.
   (b)   A zoning certificate shall be issued under the following circumstances:
      (1)   Single-Family Dwelling and Uses Accessory Thereto, Generally. Prior to issuance of a zoning certificate for residential development, including construction of a single-family dwelling on an individual lot, construction of an accessory structure or establishment of an accessory use, the applicant shall first have received all of the following:
         A.   ARB approval, when applicable;
         B.   Approval of any conditional use(s) or variance(s), when applicable.
      (2)   All Other Permitted Uses. Prior to issuance of a zoning certificate for nonresidential development, including any other use, building or structure permitted by right not described in sub-section (b)(1) above, the applicant shall first have received all of the following:
         A.   Site plan approval according to the procedures set forth in Chapter 1115;
         B.   ARB approval, including approval of any proposed signs;
         C.   Approval of any conditional use(s) or variance(s), when applicable.
      (3)   Signs. Prior to issuance of a zoning certificate for signs issued separately from a site plan approval for new construction, the applicant shall have received all of the following:
         A.   Approval of any variance(s), when applicable;
         B.   ARB approval, when applicable.
      (4)   Conditional Uses. An application for a conditional use has been reviewed and approved by the Planning Commission according to the procedures set forth in Chapter 1117.
      (5)   Similar Uses. An application for any use not specifically listed in this Planning and Zoning Code as a permitted or conditional use has been reviewed and approved by the Planning Commission according to the procedures set forth Chapter 1117.
      (6)   Variance Requests. An application for which a variance from a requirement of this Planning and Zoning Code is requested has been reviewed and approved by the Planning Commission, according to the procedures set forth in Chapter 1119.
      (7)   Nonconforming Uses, Structures, Lots. An application for the approval of a change to a nonconforming use/structure/lot has been reviewed and approved by the Planning Commission according to the requirements set forth in Chapter 1151 and the procedures for site plan review set forth in Chapter 1115.
      (8)   Land Clearing Activity, including Tree Cutting. An application for a land clearing activity has been reviewed and approved by the Planning Commission according to the requirements set forth in Chapter 1165 and the procedures set forth in Chapter 1115.
      (9)   Demolition. An application to demolish a structure in the Village Center Residential District or Village Center Business District has been approved by the Architectural Review Board.
   (c)   The Chief Building Official shall cause examination to be made of every application for a Zoning Certificate and shall issue no such certificate that violates the Planning and Zoning Code.
   (d)   Relationship to Building Permit. Where a building permit is also required for the project per the Glenwillow Codified Ordinances, the Village may combine the zoning certificate review with the building permit review.
