1111.05 PLANNING COMMISSION.
   (a)   Establishment. The Planning Commission including membership was established by municipal ordinance as noted in the Glenwillow Charter and shall have all the powers and duties prescribed by law and by this Planning and Zoning Code.
   (b)   Meetings.
      (1)   The Planning Commission shall meet at its regularly scheduled meetings and at the call of its chairman.
      (2)   All meetings shall be public and the minutes of all meetings shall be kept showing the attendance of members and the vote or failure to vote of each member on each subject.
      (3)   No action shall be taken or decision made by the Commission except by a vote of at least three of its members in the affirmative.
      (4)   The Commission may adopt from time to time such rules as it may deem necessary to carry into effect the provisions of the Planning and Zoning Code and/or to exercise its powers and functions.
   (c)   Quorum. Three (3) members of the Planning Commission shall constitute a quorum at all meetings. A vote of 3 shall be necessary to make decisions, or act on any authorization.
   (d)   Powers and Duties. For the purposes of this Planning and Zoning Code, the Planning Commission shall have all powers and functions now or hereafter authorized by law to be delegated to any administrative board with respect to any Planning Commission; including (without prejudice to the generality of this delegation) the following powers and functions:
      (1)   To review and act on all site plans as required by this Planning and Zoning Code;
      (2)   To make a determination that a proposed use not listed or provided for in this Zoning Code is substantially similar to a principal use that is listed and provided for in this Zoning Code;
      (3)   To review and decide upon conditional use certificates according to the procedures, standards and criteria stated in this Planning and Zoning Code.
      (4)   To resolve any disputes with respect to the precise location of a zoning district boundary, using, where applicable, the standards and criteria of Chapter 1131, Establishment of Districts and Maps;
      (5)   To review and act on proposed subdivision plats according to the procedures, standards and criteria stated in Chapter 1171 of this Planning and Zoning Code.
      (6)   To hear and determine all appeals from the refusal of the Chief Building Official, because of anything contained in the Planning and Zoning Code to issue Zoning Certificates and/or Certificates of Use Compliance, and/or subdivision plat approval or from any decision or action of the Chief Building Official in the administration or enforcement of the Planning and Zoning Code.
      (7)   To authorize such variances from the provisions or requirements of the Planning and Zoning Code as will not be contrary to the public interest.
      (8)   To authorize changes to a nonconforming use/structure/lot in compliance with Chapter 1151.
      (9)   To review and authorize land clearing permit applications in compliance with Chapter 1165.
      (10)   To review all proposed amendments to this Planning and Zoning Code and make recommendations to the Village Council as provided in this Planning and Zoning Code;
      (11)   To investigate and propose on its own initiative such amendments to the Planning and Zoning Code, as it may deem consistent with the purposes of this Planning and Zoning Code; and
      (12)   To perform such other functions as are referred or delegated to it by the Village Council or the Mayor.
