(a) The Inspector of Buildings/Chief Building Official (Building Commissioner) and Assistant Inspector of Buildings shall be each appointed by the Mayor as part-time, at-will employees.
(b) In the absence of the Inspector of Buildings/Chief Building Officer (Building Commissioner) and/or Assistant Inspector of Buildings, the Mayor may designate as many substitutes as are necessary to act upon matters that require prompt official attention.
