127.03 LIEUTENANT/SERGEANTS.
   (a)   The Chief of Police may, with the consent of the Mayor, from time to time, designate one of the Police Officers as a Lieutenant who shall serve in that capacity at the pleasure of the Chief and up to three of the Police Officers as Sergeants, who shall serve in that capacity at the pleasure of the Chief of Police.

   (b)   Any Lieutenant designated by the Chief shall, while on duty in the absence of the Chief of Police, be the ranking and superior officer of the Department, and any Sergeant designated by the Chief shall, while on duty and in the absence of the Chief of Police and the Lieutenant, be the ranking and superior officer of the Department.
