139.13 UNIFORM, EQUIPMENT AND MAINTENANCE ALLOWANCE.
   (a)    Police Department:
      (1)    All clothing and equipment allowance expenditures shall be approved by the Chief of Police in advance of the purchase.
      (2)    The Chief of Police shall maintain the schedule of annual clothing entitlements for each officer.
      (3)    Upon termination of police duty for any reason, any clothing and equipment used or in the possession of such officer that was purchased by the Village shall be returned to the Village.
      (4)   Regular Full-Time Officers:
         A.    Each regular full-time police officer shall receive a uniform and equipment allowance in an amount up to one thousand dollars ($1,000) for the first full twelve (12) months of service for the Village. For each twelve (12) full months of service subsequent to the first year, each regular full-time police officer shall receive an amount up to seven hundred and fifty dollars ($750) per year for a uniform allowance.
         B.   Each regular full-time police officer shall also receive a uniform maintenance allowance in the amount of two hundred and fifty dollars ($250) for each full quarter of employment or pro rata portion thereof.
         C.    Prior to being hired full-time by the Village of Glenwillow, each regular full-time officer shall be required to sign, as a condition of employment an agreement with the Village providing that if he or she leaves the Police Department for any reasons within the first twelve (12) months of duty, they shall be obligated to pay the Village the full cost of training and one-half (½) of the hiring cost of such officer, and one-half (½) the cost of testing of such officer for such position, and one-half (½) of all clothing expenses, including bullet-proof vests.
      (5)    Part-Time Officers:
         A.    At the absolute discretion and approval of the Chief of Police and with the intent to provide adequate clothing and equipment, part-time police officers may be provided up to six hundred and fifty dollars ($650) for the first full year of duty for uniforms and equipment. For each subsequent year of duty, if the officer has worked at least one hundred and forty-four (144) hours, a part-time police officer may, at the discretion of the Chief of Police, be entitled to up to four hundred and fifty dollars ($450) per year for a uniform allowance, or a pro rata portion for any part of a year.
         B.   The Village shall pay one-half (½) of the cost, or up to five hundred dollars ($500), of a bullet proof vest if a part-time officer does not already have one.
         C.    At the absolute discretion and approval of the Chief of Police, each part-time police officer may also receive a uniform maintenance allowance in the amount of one hundred and seventy-five dollars ($175) for each full quarter of employment or pro rata portion thereof. To be eligible for the full one hundred and seventy-five dollar ($175) uniform maintenance allowance, the part-time officer must work at least thirty-six (36) hours in the previous quarter.
         D.   Prior to being hired full-time by the Village of Glenwillow, each part-time officer shall be required to sign, as a condition of employment, an agreement with the Village providing that if he or she leaves the Police Department for any reason within the first twelve (12) months of duty, they shall be obligated to pay the Village the full cost of training and one-half (1/2) of the hiring cost of such officer, one-half (½) the cost of testing of such officer for such position, and one-half (½) of all clothing expenses including bullet-proof vests.
      (6)    Reserve Officers:
         A.    Each reserve officer of the Police Department shall receive a uniform and equipment allowance of two hundred dollars ($200).
   
   (b)    Service Department:
      (1)    Full-time employees other than truck drivers while snowplowing, shall receive a sum of two hundred and twenty-five dollars ($225) per year as an allowance for reimbursement for steel toed work shoes.
      (2)   Part-time, seasonal part-time, and temporary part-time employees other than truck drivers while snowplowing, shall receive a sum of one hundred and seventy-five dollars ($175) per year as an allowance for reimbursement for steel-toed work shoes.
