Each laborer, workman, or mechanic employed by the contractor for the work specified, by subcontractor or by other persons upon such work, shall be paid at the minimum prevailing wage as determined by the State Department of Industrial Relations, Division of Building and Factory Inspection, only with respect to those village public improvement contracts to which Section 4115.03 through 4115.16, Ohio Revised Code, applies.
