107.05 ADVERTISEMENT FOR BIDS.
   (a)   Whenever a public improvement is required to be advertised for proposals pursuant to Article XIII, Section 5, of the Village Charter, such advertisement shall specify the place where proposals or bids will be received, the last date and time for filing proposals or bids and the date and time that proposals or bids received shall be opened and read. If the Village Engineer issues any addenda prior to the time specified for the opening of proposals or bids, the time specified for opening proposals or bids shall be extended, if necessary, to assure that there are at least two business days between the date such addenda are issued and the date proposals or bids are opened.
   (b)   No purchase of goods and services in an amount equal to or greater than twenty-five thousand dollars ($25,000) shall be made without first obtaining at least two written questions from reputable suppliers submitted to Village Council with a recommendation from a department head. The Village shall use best efforts to obtain three written quotations for any purchase. Authority to make such purchases shall be made by Resolution or Ordinance approved by a majority of the members elected to Village Council.
   (c)   For the purchase of goods or services in amounts less than twenty-five thousand dollars ($25,000) the Mayor shall have authority to make the purchase with one written quotation and a recommendation from a Village department head.
