(a) For each separate contract requiring bids, a newspaper advertisement soliciting such bids shall be published in either the Bedford Times-Register, the Cleveland Plain Dealer, the Solon Sun Herald, or the Solon Times, all newspapers of general circulation in the Village, once a week for two consecutive weeks or as Council may otherwise direct.
(b) The newspaper advertisement shall state a time for final acceptance and opening of bids which shall not be less than fourteen days after the date of first publication.
