No person shall sell or offer for sale, barter, or exchange, or shall solicit, without an appointment, the purchase or gift of any goods, merchandise or other articles of value or money within the Village or solicit homes on a random door-to-door basis, without an appointment, for any business, educational, civic, religious or charitable purpose at any residence which has openly and obviously posted a “No Solicitation” sign.
