(a) No person who desires to sell or offer for sale, barter or exchange, or to solicit from door-to-door for the purchase or gift of any goods, merchandise or other articles of value or money or to solicit homes on a random door-to-door basis without any appointment for any business, educational, civic, religious or charitable purpose within the Village shall fail to register with the Chief of Police and obtain a registration card prior to any such door-to-door home solicitation.
(b) The registration card shall state the name of the organization, the name of the solicitor, the duration of the solicitation activities and a headquarters contact telephone number.
(c) There shall be no fee for such registration.
