(a) No person shall sell or offer for sale, barter or exchange or go randomly from door- to-door, without an appointment, soliciting the purchase or gift of any goods, wares, merchandise or other articles of value or money and no person shall solicit homes on a random door-to-door basis, without an appointment, for any business, educational, civic, religious or charitable purpose in any place in, upon, along or through the streets, avenues, alleys or other public places within the Village without having first registered and obtained a registration card therefore that is issued pursuant to the provisions of this ordinance.
(b) No registrant shall fail to have such registration card with him at all times while exercising such solicitation, or shall fail to exhibit such registration card to any person being solicited, police officer or other official of the Village upon request.
(c) No such registrant shall fail to retain upon his person evidence of personal identification containing a photograph, such as a drivers license, which shall be displayed upon request along with the registration card.
