Unless otherwise provided by the Charter or ordinance, all meetings of Council, Committees, Commissions, Boards and other similar public bodies of the Village shall be held in the Village Hall, and all meetings of the above described public bodies shall be open to the public, unless an executive session is expressly authorized under the applicable provisions of the State law. Nothing herein contained shall mandate that any such public body permit public participation in such open meetings unless specifically required by the provisions of the Charter or ordinances.
