10-12-5: MINIMUM SECURITY STANDARDS:
   A.   Exterior Doors:
      1.   Requirements:
         a.   A single door shall be secured with a dead bolt lock with thumb latch on the inside. Any dead bolt must contain hardened material to repel attempts at cutting through the bolt.
         b.   On pairs of doors, the active leaf (door) shall be secured with the type lock required for single doors in subsection A1a of this section. The inactive leaf shall be equipped with throw bolts or flush bolts at top and bottom with a minimum throw of five-eighths inch (5/8"). The throw bolt must contain hardened material.
         c.   Lock cylinder(s) or lock plug(s) shall be of solid brass or steel. Die cast materials are prohibited.
         d.   Exterior sliding commercial entrances shall be secured as in subsections A1a and A1b of this section.
         e.   Rolling overhead doors, solid overhead doors, or sliding or accordion garage type doors shall be secured with a cylinder lock or padlock on the inside, when not otherwise controlled or locked by electrical power operation.
         f.   Metal accordion grate or grill type doors shall be equipped with a metal lock guide track at the top and bottom and a cylinder lock and/or padlock. The bottom track shall be so designed that the door cannot be lifted from the track when the door is in the locked position.
         g.   Outside hinges on all exterior doors shall be provided with nonmovable pins when using pin type hinges, or the center hinge shall have a steel dowel projecting a minimum of three- fourths inch (3/4") from one plate into the opposite plate of the hinge.
         h.   Doors with glass panels within or adjacent to the doorframe shall be of one-fourth inch (1/4") safety glass, or wire reinforced glass.
         i.   In swinging doors shall have rabbitted jambs.
         j.   Jambs for all doors shall be constructed or protected so as to prevent violation of the function of the strike.
         k.   All doorframes shall be of steel or wood and be so reinforced as to prevent spreading strike plates. All wood frame doorways shall have a one inch (1") heavy duty striker plate a minimum of four inches (4") in length and held in place with at least two (2) screws, the minimum length of which shall be sufficient to extend one and one-half inches (11/2") with the stud directly adjacent to the doorframe.
      2.   Exemptions: Any building requiring panicproof hardware locks on exit doors shall be exempt from the exterior door locking security.
   B.   Accessible Windows:
      1.   Accessible windows shall be as defined in section 10-12-3 of this chapter.
      2.   If the window is the type capable of being opened, it shall be secured with a locking mechanism capable of withstanding a force of three hundred (300) pounds applied in any direction.
      3.   Outside hinges on all accessible windows shall be provided with nonremovable pins or steel dowels projecting a minimum of one-half inch (1/2") from one plate into the opposite plate of the hinge.
   C.   Ventilating Openings: Ventilating openings, larger than ninety six (96) square inches and utilized for the intake or exhausting of air, shall have a cover securely fastened to the roof or wall so as to prevent removal from the exterior by a person using common tools.
   D.   Roof Openings:
      1.   All glass skylights or portions of openings utilizing transparent panels shall be securely fastened to the roof in such a manner as to prevent removal from the exterior by a person using common tools.
      2.   All hatchway openings on the roof shall be secured as follows:
         a.   If the hatchway is of wood material, it shall be covered on the inside with at least 16-gauge sheet steel, or its equivalent, attached with screws on minimum six inch (6") centers, or at least 17-gauge sheet steel, or its equivalent, attached to the outside by rounded head flush bolts or vandalproof screws.
         b.   The hatchway shall be secured from the inside with a slide bar or slide bolts. The use of a crossbar or padlock must be approved by the department of community development.
         c.   Outside hinges on all hatchway openings shall be provided with nonremovable pins when using pin type hinges or steel dowels projecting a minimum of one-half inch (1/2") from one plate into the opposite plate of the hinge.
      3.   All air duct or air vent openings exceeding eight inches by twelve inches (8" x 12") on the roof or exterior walls should be secured as follows:
         a.   Iron bars of at least one-half inch (1/2") round or one inch by one-fourth inch (1" x 1/4") flat steel material spaced no more than five inches (5") apart and securely fastened.
         b.   A steel grill of at least one-eighth inch (1/8") material of two inch (2") mesh and securely fastened.
         c.   If the barrier is on the outside, it shall be secured with rounded head flush bolts on the outside.
   E.   Building Numbering: All exterior doors, excluding front doors for each individual commercial establishment, shall have the street name and number displayed on the door corresponding to the correct address of the commercial establishment. Minimum height of letters and numbers shall be six inches (6"), set on a contrasting background.
   F.   Illumination:
      1.   All exterior doors, excluding front doors, shall have a minimum of a one hundred (100) watt bulb over the outside of the door. Such bulb shall be protected with a clear polycarbonate cover or cover of equal breaking resistant material and shall be illuminated during the period from sunset to sunrise.
      2.   Open parking lots, and access thereto, providing more than ten (10) parking spaces, parking and other nonenclosed areas under or within buildings at grade, shall be illuminated from sunset to sunrise to provide a minimum of four-tenths (0.4) horizontal foot-candles of illumination.
   G.   Safe For Securing Money: Commercial establishments having one thousand dollars ($1,000.00) or more in cash on the premises after closing hours shall secure such money in a safe. (1978 Code § 4-10-12)
