The 2006 international property maintenance code adopted by section 10-9-1 of this chapter is amended as follows:
Section 101.1 is amended to read as follows:
101.1 Title. These regulations shall be known as the property maintenance code of the village of Glendale Heights, hereinafter referred to as "this code".
Section 102.3 is amended to read as follows:
102.3 Application Of Other Codes. Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of the international building code, international fuel and gas code, international mechanical code, and the 2008 edition of the national electrical code.
Section 103 Department Of Property Maintenance Inspection. Delete this section in its entirety.
Section 104 is amended as follows:
Whenever a reference to "code official" is made within section 104 or anywhere else in this code, it shall mean director of community development or his designee.
Section 104.8 is added to read as follows:
104.8 Coordination Of Inspections. Whenever one or more officials from the jurisdiction is involved in the enforcement of this code or another code or ordinance, it shall be the duty of the officials involved to coordinate their inspections and administrative orders as fully as practicable so that the owners and occupants of the structure shall not be subjected to visits by numerous inspectors or multiple or conflicting orders. Whenever an inspector from any agency or department observes an apparent or actual violation of some provision of some law, ordinance or code not within the inspector's authority to enforce, the inspector shall report the findings to the official having jurisdiction.

Section 106.3 Prosecution Of Violation. Delete this section in its entirety.
Section 106.4 is amended to read as follows:
106.4 Violation Penalties. Any person who shall violate a provision of this code, or fail to comply therewith, or with any requirements thereof, shall be penalized with a fine of not less than $75.00 or more than $1,000.00. Each day a violation continues to exist shall constitute a separate offense.
Section 107.2 Form. Amend this section by deleting subsections 107.2(5) and 107.2(6) in their entirety.
Section 107.3 Method Of Service. Amend this section by amending subsection 107.3(3) to read as follows:
3. Posted upon the property where the violation is found when the person is the owner or manager of the property.

Section 111 Means Of Appeal. Delete this section in its entirety.
Section 201.3 is amended to read as follows:
201.3 Terms Defined In Other Codes. Where terms are not defined in this code and are defined in the international building code, international fire code, 2004 Illinois plumbing code or 2006 edition of the international plumbing code, international mechanical code, or the 2008 edition of the national electrical code, such terms shall have the meanings ascribed to them as stated in those codes.

Section 302.2.1 is added to read as follows:
302.2.1 Approved Ground Cover. All premises shall be covered with an approved ground cover such as grass, gravel, or any material approved by the director of community development. Should gravel, or any approved non impervious substance be selected for ground cover, it shall be installed in such a manner as to discourage or eliminate the capacity to park a motor or recreational vehicle on the gravel ground cover.
Section 302.4 Weeds is amended by inserting "eight (8) inches" to specify the height.
Section 302.8 Motor Vehicles is amended by adding the following sentence to the first paragraph:
A vehicle that has not moved in thirty (30) days, does not display a valid village vehicle sticker, does not display a valid state registration plate, has flat tires and/or broken windows or lights shall be deemed by the director of community development as inoperable.

Section 302.10 is added to read as follows:
302.10 Interior Furniture. Furniture commonly and typically accepted as for interior use (such as foam and fabric lined and stuffed materials) shall not be permitted for outdoor use.
Section 302.11 is added to read as follows:
302.11 Harborage Of Unleashed, Uncontrolled Animals. The harborage of unleashed, uncontrolled animals shall be prohibited.

Section 304.3 Premises Identification is amended by adding the following sentence:
Addresses are required on all commercial and multi-family units as provided in subsection 10-12-5E of the village code.

Section 304.14 is amended by inserting "May 1" to specify the first date and "September 30" to specify the second date.
Section 304.19 is added to read as follows:
304.19 Window Well Covers. All basement or below grade windows that include a window well shall be covered with an approved protective guard.

Section 305.1.1 is added to read as follows:
305.1.1 Interior Inspection. Every owner of a building or structure containing a rooming house, a hotel, a dormitory, or four (4) or more dwelling units shall submit for an interior inspection of ten (10) percent of the total units on an annual basis, with a unit rotation, established by the director of community development, to facilitate a complete and total inspection of the property in a timely manner.

Section 404.4.4 is amended to read as follows:
404.4.4 Prohibited Occupancy. Kitchens, dining rooms, living rooms, unfinished basements, and nonhabitable spaces shall not be used for sleeping purposes.
Section 404.4.6 is added to read as follows:
404.4.6 Area For Sleeping Room. Every bedroom occupied by one person shall contain at least 70 square feet of floor area, and every bedroom occupied by more than one person shall contain at least 50 square feet of floor area for each occupant thereof.
Section 404.5.1 is added to read as follows:
404.5.1 Minimum Area Requirements. Required minimum area of living space in square feet:
Living Room
1. Living room for 2 or less occupants, no requirements.
2. Living room for 3-5 occupants, 120.
3. Living room for 6 or more occupants, 150.
Dining Room
1. Dining room 2 or less occupants, no requirements.
2. Dining room 3-5 occupants, 80.
3. Dining room 6 or more occupants, 100.

Kitchen
1. Kitchen 1-5 occupants, 50.
2. Kitchen 6 or more occupants, 60.

Bedrooms shall comply with section 404.4.6.
Section 404.5.2 is added to read as follows:
404.5.2 Sleeping Area. The minimum occupancy area required by section 404.5 shall not be included as a sleeping area in determining the minimum occupancy area for sleeping purposes. All sleeping areas shall comply with section 404.4.6.
Section 404.5.3 is added to read as follows:
404.5.3 Combined Spaces. Combined living room and dining room spaces shall comply with the requirements of section 404.5.1 if the total area is equal to that required for separate rooms and if the space is located so as to function as a combination living room/dining room.
Section 505.1 General is amended by amending the last sentence to read as follows:
All kitchen sinks, lavatories, laundry facilities, bathtubs and showers shall be supplied with hot or tempered and cold running water in accordance with the more restrictive of the 2004 edition of the Illinois plumbing code and the 2006 edition of the international plumbing code.
Section 507.1.1 is added to read as follows:
507.1.1 Sump Pump Discharge. Sump pump discharge piping shall not extend more than five (5) feet beyond the front of a dwelling unit and shall not be permitted to discharge less than ten (10) feet from any property line.
Section 602.3 Heat Supply is amended by inserting "September 1" to specify the first date and "May 30" to specify the second date in the first paragraph.
Section 602.4 Occupied Work Spaces is amended by inserting "September 1" to specify the first date and "May 30" to specify the second date.
Section 604.2 is amended to read as follows:
604.2 Service. The size and usage of appliances and equipment shall serve as a basis for determining the need for additional facilities in accordance with 2008 edition of the national electrical code. Dwelling units shall be served by a three-wire, 120/240 volt, single-phase electrical service having a rating of not less than 60 amperes.
Section 605.2.1 is added to read as follows:
605.2.1 Protection. All receptacles within six (6) feet of any water source shall be ground fault circuit interrupter protected.
Section 704.5 is added to read as follows:
704.5 Fire Extinguisher. All multi-family structures with over four (4) units shall have at least one fire extinguisher in each separate common way on each floor.
Chapter 8 Referenced Standards is amended by inserting 2008 edition of the national electrical code in place of ICC electrical code wherever it may appear and by inserting the more restrictive of the 2004 edition of the Illinois plumbing code and the 2006 edition of the international plumbing code in place of international plumbing code wherever it may appear.
