Inoperable motor vehicles, as defined in section 5-8-1 of this chapter, whether on public or private property, are hereby declared to be a nuisance, and all persons shall dispose of any such inoperable motor vehicles under their control upon receipt of written notice received from the village authorities or from the chief of police, or any member of the police department designated by said chief of police, commanding the disposition of such inoperable motor vehicles.
