(A) All waste placed at curbside for pick up by the city’s Sanitation Department shall, at the time of its deposit, become the property of the city, subject only to removal therefrom by the person depositing same.
(B) It shall be unlawful for any person, other than an employee of the Sanitation Department, to acquire, destroy or rearrange any solid waste deposited at the curbside for pick up by the Sanitation Department.
