Each person being the owner of taxicabs or automobiles to be kept for hire, shall first apply to the Mayor for license for each of such taxicabs or automobiles to be so used. Such application being made upon blanks provided by the Mayor or which blanks shall contain the following:
(a) The name and address of the owner or person applying.
(b) The number of vehicles actually owned or to be used or operated by such owner on the date of the application, if any.
(c) The number of vehicles for which a license or certificate is desired.
(d) The intended make, type, year of manufacture and passenger seating capacity, of each taxicab for which application is made.
(e) Such other information as to the financial responsibility of the applicant.
(f) Each application shall be accompanied by a license fee of five dollars ($5.00) which fee shall be in addition to the fee required to be paid on motor vehicles under the laws of the State, and no owner, operator or driver shall use any taxicabs or automobiles kept for hire upon the streets of the City without first paying such license fee and receiving a license therefor.
(g) If the applicant for license shall be refused such license, he shall then be notified by the Mayor and his license fee returned, and the applicant may appeal as provided for in Section 745.05.
