When a person has applied for a license to operate a taxi for hire, and has been refused such license by the Mayor, it shall be the duty of the Mayor to notify the applicant in writing within five days after his act of refusing such license and to return the fee advanced, and the person so refused the license, shall have the right to appeal to a board composed of the Mayor, the Chief of Police and the Director of Law, which board after full hearing shall have the power to sustain or modify the decision of the Mayor, and shall have the power to order the license granted, and the action of the board shall be final.
In order to perfect this appeal the applicant shall serve notice in writing of his intention to appeal at the office of the Chief of Police within five days after the receipt of notice from the Mayor that this application has been rejected.
