Pursuant to Section 523.04, such owner or owners may make an immediate application in writing to the Director of Public Services for a building permit to undertake the repair or replacement of the items alleged to constitute the public nuisance. The Director, after being furnished by the owner or owners with complete plans and specifications covering such repairs or replacements indicating abatement of the nuisance conditions, shall check to see they conform with the City Building Code and the Ohio State Building Code and are fully complied with. Such plans and specifications shall be approved and a building permit shall be issued to the owner or owners. The Director is further authorized to grant the owner or owners more than thirty days time in which to effect such repairs, replacement or removal, if a bona fide intention to abate such nuisance is displayed and good cause shown that no unreasonable delay is being displayed by the owner, owners or occupants.
