It shall be unlawful to dig, construct, use or maintain a water well within the limits of the municipality; provided, that a water well existing immediately prior to the effective date of this section may be continued although such use does not conform to the provisions hereof. This section shall not prohibit the municipality from granting a permit pursuant to § 52.31.
