The City Council may grant a permit to dig, construct, use and maintain a water well within the area otherwise prohibited by the above section if the City Council determines that such water well is a necessary replacement for an existing irrigation well or stock well or if the City Council specifically determines that such water well would not be a threat of contamination to the municipal water supply nor affect the production of the municipality’s production wells. The municipality may establish reasonable restrictions and conditions on the digging, construction, use and maintenance of such water well and require plans to be submitted prior to approval of a permit.
