6-1-5: PARKING REGULATIONS:
   A.   Prohibited Parking Generally: Parking prohibitions within the village are hereby established as shown on the sign map or as provided in subsections B, C and D of this section. It shall be unlawful for a vehicle to stand or be parked in violation of prohibitions stated on a no parking sign. Each day a vehicle shall stand or be parked in violation of prohibitions stated on a no parking sign shall constitute a separate violation. Whenever a vehicle shall stand or be parked in violation of this section, the person or entity in whose name the vehicle is registered, and the driver of the vehicle, if not the registered owner, shall be equally subject to the penalty in section 6-1-7 of this chapter. Village employees are authorized and directed to place no parking signs at or about the locations shown on the sign map to give notice of parking prohibitions. (Ord. 707, 8-23-2012; amd. 2012 Code)
   B.   Mobile Homes, Truck-Tractors, Trailers, Semitrailers And Buses:
      1.   Definitions: For purposes of this subsection, the following terms are defined:
         MOTOR HOME OR MOBILE HOME: A vehicle, such as a camper or other motorized vehicle, used for traveling and recreational activities.
         SEMITRAILER: Every vehicle without motive power, other than a pole trailer, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by another vehicle.
         TRAILER: Every vehicle without motive power designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle.
         TRUCK-TRACTOR: Every motor vehicle designed and used primarily for drawing other vehicles and not so constructed to carry a load other than a part of the weight of the vehicle and load so drawn.
      2.   Prohibitions:
         a.   Unless otherwise provided by this subsection, no person shall stand or park any truck-tractor, motor or mobile home, semitrailer, trailer, or bus on any street, alley, highway or other public way within the village, regardless of whether there is erected a general no parking sign at that location, for a longer period than necessary for reasonably expeditious loading or unloading.
         b.   It is unlawful for any person to park a trailer, travel trailer or mobile or motor home on any street, alley, highway or other public way within the village, regardless of whether there is erected a general no parking sign at that location, between sunset and sunrise on the following day, unless such trailer or travel trailer is hitched to an operable motor vehicle or is itself a motorized vehicle.
         c.   It shall be unlawful for any person to park a trailer or travel trailer which is hitched to an operable motor vehicle on any street, alley, highway or other public way for any period longer than twenty four (24) consecutive hours.
         d.   It shall be unlawful for any person to park a mobile or motor home on any street, alley, highway or other public way for any period longer than twenty four (24) consecutive hours.
      3.   Responsibility For Violations: Whenever a truck-tractor or semitrailer shall stand or be parked in violation of this subsection, the person or entity in whose name the truck- tractor is registered, and the driver of the truck-tractor, if not the registered owner, shall be equally subject to the penalty in section 6-1-7 of this chapter, unless a semitrailer alone shall stand or be parked in violation of this subsection, in which case, the person or entity in whose name the semitrailer is registered shall be subject to the penalty in section 6-1-7 of this chapter.    C.   Parking After Snowfall:
      1.   It shall be unlawful to park or leave parked any vehicle on any public street in the village at any time within twelve (12) hours after a snowfall of two inches (2") or more has occurred.
      2.   Any police officer or village officer or employee may authorize the towing away by a towing service of any vehicle parked in violation of this subsection. All towing costs shall be the responsibility of the owner of said vehicle.
      3.   Whenever any vehicle shall have been parked in violation of any of the provisions of this subsection, the person in whose name such vehicle is registered shall be subject to the penalty for such violation; except, that whenever any vehicle, while being used without the consent of the owner, shall be parked in violation of any of the provisions of this subsection, such owner shall not be subject to the penalty for such violation.       4.   Any person convicted of violating the provisions of this subsection shall be fined not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each conviction. (Ord. 172, 1-22-1980; amd. 2012 Code)
   D.   Parking For Persons With Disabilities:
      1.   Any person convicted of violating section 11-1301.2(a) of the Illinois vehicle code within the jurisdiction of the village, whether on public or private property, for the unauthorized use of parking places reserved for persons with disabilities shall be fined three hundred fifty dollars ($350.00), in addition to any costs or charges connected with the removal or storage of any motor vehicle.
      2.   The president, or his or her designee, shall cause signs to be erected or changed, as applicable, indicating the designated parking places reserved for persons with disabilities and also stating the fine imposed for the unauthorized use of such parking places, pursuant to section 11-1301.3(c) of the Illinois vehicle code and this subsection, which is three hundred fifty dollars ($350.00).
