921.23 REVIEW BY COUNCIL; PRELIMINARY ENGINEERING.

For projects determined by Council to be constructed and financed in accordance with Sections 921.23 through 921.30, the preparation of preliminary plans and cost estimates may be required. The cost of any preliminary engineering shall be borne by the applicant.
