1244.06  FINAL PLATS; SUBMISSION AND ACTION.
   (a)   Submission.  The subdivider shall prepare and submit an application for approval of a final plat.  Said application shall be filed with the City Manager's office at least fifteen working days prior to the Planning Commission meeting at which it is to be considered.  All applications for final plat approval shall include:
      (1)   A completed application form.
      (2)   An original tracing and ten copies of the final plat.
      (3)   An original tracing and four copies of required improvement plans.
      (4)   A cost estimate for installation of required improvements, prepared and signed by a registered engineer.
   (b)   Submission Limitations.
      (1)   Final plats shall be subsequent to and substantially in conformance with a previously approved preliminary plat.
      (2)   Subdivisions may be submitted for final approval in consecutive phases,  provided that a preliminary plat has been approved for the entire subdivision and that improvement plans for any phase include all improvements determined by the Development Engineer as required to support said phase even when said improvements are located beyond the limits of the phase.
   (c)   Transmission.  The City Manager may transmit copies of the plat and improvement plans to appropriate officials and agencies for their review and comments.  Comments and recommendations received shall be made available to the Commission.
   (d)   Commission Action.  The Planning Commission shall, within a reasonable time after submission of a final plat, review and recommend to City Council either conditional approval, conditional approval with stipulations or disapproval of said plat.
   (e)   Council Approval.  The final plat, along with the recommendation of the Planning Commission, shall be presented to City Council for final approval and the  acceptance of street, easement and open space dedications.  Council may either conditionally approve, conditionally approve with stipulations or disapprove said plat.
      (1)   Conditional approval or conditional approval with stipulations shall constitute authorization to install improvements in accordance with the approved improvement plans.
      (2)   Disapproval shall include reference to the deficiencies or regulations violated by the plat.  Notice of such action shall be mailed to the subdivider.
   (f)   Final Approval.  Upon approval by Council and compliance with all of the provisions of these Subdivision Regulations, the City Manager shall sign the final plat.  The City Manager's signature shall constitute final approval of the subdivision.
   (g)   Completion of Improvements.  Prior to final approval, the subdivider shall either install all required improvements and submit "as built plans," based upon City inspection records and information obtained by a registered surveyor, or provide an approved performance guarantee for said improvements in accordance with Section 1250.03.  Said action shall be completed within twelve months from the date of the Council's conditional approval or said approval shall be null and void.
   (h)   Recordation.  Upon receipt of recording fees from the subdivider, as set forth in Section 1242.05, the City shall place the plat on record with the County Recorder and County Auditor.  Upon recording, the tracing of the final plat shall be permanently filed with the City.
