(a) The subdivider shall be responsible for payment of the following fees and deposits, which shall be submitted with the application for plat approval:
(1) Plat fee and plan review deposit. For the review and processing of preliminary and final subdivision plats and construction improvement plans, an application fee of two hundred and fifty dollars ($250.00) and a plan review deposit of two hundred and fifty dollars ($250.00). The application fee is for processing and scheduling by the City and shall be nonrefundable. Actual costs incurred for plan review by the City's Development Engineer shall be deducted from the plan review deposit. Any funds remaining after said costs have been deducted shall be returned to the subdivider. Should review costs exceed the amount of the deposit, the subdivider shall be notified and shall immediately submit additional funds to cover said costs as instructed by the City.
(2) Minor subdivision plats. For the processing of minor subdivision plats, the sum of twenty dollars ($20.00) plus five dollars ($5.00) per lot.
(b) The subdivider shall also be responsible for the payment of a fee for inspection and supervision of construction. Said fee shall be a sum equal to two percent of the estimated cost of construction as determined for bonding purposes. Said fee shall be paid to the City prior to final plat approval and no later than the preconstruction conference. No construction shall take place until said fee has been paid.
(c) The subdivider shall be solely responsible for the costs of materials and the soils testing necessary to insure compliance with these Subdivision Regulations.
(d) All fees shall be paid in cash or by a check made payable to the City of Geneva and deposited with the Finance Director.
