No person shall:
(a) Drive a taxicab while under the influence of intoxicating liquor or a drug of abuse, or use or drink any intoxicating liquor or drug of abuse while engaged in operating such taxicab;
(b) Drive a taxicab who is under the age of twenty-one;
(c) Use any portion of a public street or alley as a taxicab stand, except for such time as is necessary to load or unload passengers, except in such portion of the street or alley as has been designated by Council as a taxicab stand;
(d) Operate any vehicle that does not meet Ohio Safety Inspections;
(e) Operate more than the number of taxicabs specified in the application for a license under Section 856.02 or operate taxicabs in excess of the number authorized by Council; or
(f) Operate a taxicab found to be unsafe by the City Manager after receiving notice in writing that such taxicab is unsafe.
