(a) (1) No person riding upon any bicycle, electric bicycle, coaster, roller skates, sled, skateboard, or toy vehicle shall attach the same or himself or herself to any vehicle upon a roadway.
(2) No operator shall knowingly permit any person riding upon any bicycle, electric bicycle, coaster, roller skates, sled, skateboard, or toy vehicle to attach the same or himself or herself to any vehicle while it is moving upon a roadway.
(3) This section does not apply to towing a disabled vehicle.
(b) If the offender commits the offense while distracted and the distracting activity is a contributing factor to the commission of the offense, the offender is subject to the additional fine established under § 408.02(b).

(c) Except as provided in Section 408.01(b) and (c), whoever violates this section is guilty of a minor misdemeanor.
